Question about the name of an old 1990's movie?

So I am trying to figure out this old movie about a guy who kills people because he in-visions the bad things that they did. His brother is trying to help him but thinks he is crazy until the brother lets him see the visions he had seen, the characters in the movie are white. one victim is an old fat man who dies because the guy had a vision of what he did. the old fat man used to lure little girls into his car and rape them. This is all I know about it. Can anyone help me figure out the name of this movie?
